AFS3 Protection Database Server Capabilities

Obtain ptserver capabilites by calling PR_GetCapabilities

AFS3 service capabilities are identified by small numbers.  The
GetCapabilities calls (and RXAFSCB_TellMeAboutYourself) represent
capability information as a vector of 32-bit integers.  The first
value in this vector holds a bitmask representing the first 32
capability codes, with the low-order bit representing capability 0.
Presently, the format of the remaining integers is undefined, and
there is no way to represent capabilities 32 and above.
